Foreword
QCVN 106:2025/BNNMT is developed and submitted by the Plant Production and Protection Department for approval; appraised by the Ministry of Science and Technology and promulgated together with the Circular No. 86/2025/TT-BNNMT dated December 31, 2025 by the Minister of Agriculture and Environment.
QCVN 106:2025/BNNMT supersedes QCVN 01-189:2019/BNNPTNT promulgated by the Minister of Agriculture and Rural Development under the Circular No. 09/2019/TT-BNNPTNT dated August 27, 2019.

NATIONAL TECHNICAL REGULATION ON FERTILIZER QUALITY
1. GENERAL PROVISIONS
1.1. Scope
This Regulation provides for classification, quality indexes, restricted elements, test methods and requirements for management of fertilizers.
1.2. Regulated entities
This Regulation applies to domestic and foreign organizations and individuals whose activities involve the fertilizer sector in Vietnam.
1.3. Definitions
1.3.1. “fertilizer quality indexes” specified in clause 21 Article 2 of the Law on Crop Production No. 31/2018/QH14 and in this Regulation include main quality indexes and additional quality indexes.
1.3.2. “main quality index” of a fertilizer means a fertilizer quality index decisive to the nature and uses of such fertilizer prescribed in this Regulation and is used to classify the fertilizer.
1.3.3. “additional quality index” of a fertilizer means a fertilizer quality index that influences the nature and uses of such fertilizer prescribed in this Regulation. It is neither a main quality index nor used to classify the fertilizer. Additional quality index includes one which must be registered and one which may be registered in the decision to recognize circulation of fertilizer in Vietnam or the fertilizer import license.
1.3.4. “nutrient” in a fertilizer means a chemical element, which is essential for plant growth. Nutrients consist of:
a) Macronutrients, including nitrogen (N), phosphorus (P) and potassium (K) which can be absorbed by plants;
b) Secondary nutrients, including calcium (Ca), magnesium (Mg), and sulfur (S) which can be absorbed by plants;
c) Micronutrients, including boron (B), cobalt (Co), copper (Cu), iron (Fe), manganese (Mn), molybdenum (Mo) and zinc (Zn) which can be absorbed by plants.
1.3.5. “macro and secondary nutrient fertilizer” means a fertilizer which contains macronutrients and secondary nutrients as main quality indexes;
1.3.6. “macro and micro nutrient fertilizer” means a fertilizer which contains macronutrients and micronutrients as main quality indexes;
1.3.7. “macro, micro and secondary nutrient fertilizer” means a fertilizer which contains macronutrients, secondary nutrients and micronutrients as main quality indexes;
1.3.8. “secondary nutrient and nitrogen fertilizer” means a fertilizer which contains nitrogen (N) and secondary nutrients as main quality indexes;
1.3.9. “secondary nutrient and phosphate fertilizer” means a fertilizer which contains phosphate (P) and secondary nutrients as main quality indexes;
1.3.10. “secondary nutrient and potassium fertilizer” means a fertilizer which contains potassium (K) and secondary nutrients as main quality indexes;
1.3.11. “NPK and secondary nutrient fertilizer” means a fertilizer which contains nitrogen, phosphate, potassium and secondary nutrients as main quality indexes;
1.3.12. “NP and secondary nutrient fertilizer” means a fertilizer which contains nitrogen, phosphate and secondary nutrients as main quality indexes;
1.3.13. “NK and secondary nutrient fertilizer” means a fertilizer which contains nitrogen, potassium and secondary nutrients as main quality indexes;
1.3.14. “PK and secondary nutrient fertilizer” means a fertilizer which contains phosphate, potassium and secondary nutrients as main quality indexes;
1.3.15. “single and micronutrient fertilizer” means a fertilizer which contains one of the macronutrients in the form of single fertilizer and micronutrients as main quality indexes;
1.3.16. “urea and micronutrient fertilizer” means a fertilizer which contains nitrogen in the form of urea (CO(NH2)2) fertilizer and micronutrients as main quality indexes;
1.3.17. “ammonium sulphate and micronutrient fertilizer” (AS and micronutrient fertilizer) means a fertilizer which contains nitrogen and sulphur in the form of ammonium sulphate (NH4)2SO4) fertilizer and micronutrients as main quality indexes;
1.3.18. “ammonium chloride and micronutrient fertilizer” means a fertilizer which contains nitrogen in the form of ammonium chloride (NH4Cl) fertilizer and micronutrients as main quality indexes;
1.3.19. “calcium nitrate and micronutrient fertilizer” means a fertilizer which contains nitrogen and calcium in the form of calcium nitrate (Ca(NO3)2) fertilizer and micronutrients as main quality indexes;
1.3.20. “magnesium nitrate and micronutrient fertilizer” means a fertilizer which contains nitrogen and magnesium in the form of magnesium nitrate (Mg(NO3)2) fertilizer and micronutrients as main quality indexes;
1.3.21. “fused phosphate and micronutrient fertilizer” (FMP and micronutrient fertilizer) means a fertilizer which contains phosphate in the form of fused phosphate fertilizer and micronutrients as main quality indexes;
1.3.22. “single superphosphate and micronutrient fertilizer” (SSP and micronutrient fertilizer) means a fertilizer which contains phosphate in the form of salt mixture (Ca(H2PO4)2.H2O) and CaHPO4.2H2O) and micronutrients as main quality indexes;
1.3.23. “double superphosphate and micronutrient fertilizer” (DSP and micronutrient fertilizer) means a fertilizer which contains phosphate in the form of double superphosphate (Ca(H2PO4)2.H2O) and P2O5hh ≥ 40%) and micronutrients as main quality indexes;
1.3.24. “rich superphosphate and micronutrient fertilizer” means a fertilizer which contains phosphate in the form of enriched superphosphate (Ca(H2PO4)2.H2O) and 20% ≤ P2O5hh < 40%) and micronutrients as main quality indexes;
1.3.25. “potassium chloride and micronutrient fertilizer” (MOP and micronutrient fertilizer) means a fertilizer which contains potassium in the form of potassium chloride (KCl) and micronutrients as main quality indexes;
1.3.26. “potassium sulphate and micronutrient fertilizer” (SOP and micronutrient fertilizer) means a fertilizer which contains potassium and sulphur in the form of potassium sulphate (K2SO4) and micronutrients as main quality indexes;
1.3.27. “potassium magnesium sulphate and micronutrient fertilizer” means a fertilizer which contains potassium, sulphur and magnesium in the form of potassium magnesium sulphate (K2SO4.MgSO4.6H2O) and micronutrients as main quality indexes;
1.3.28. “complex and micronutrient fertilizer” means a fertilizer which contains macronutrients in the form of complex fertilizer and micronutrients as main quality indexes;
1.3.29. “diammonium phosphate and micronutrient fertilizer” (DAP and micronutrient fertilizer) means a fertilizer which contains nitrogen and phosphate in the form of diammonium phosphate salt (NH4)2HPO4) and micronutrients as main quality indexes;
1.3.30. “diammonium phosphate and micronutrient fertilizer” (DAP and micronutrient fertilizer) means a fertilizer which contains nitrogen and phosphate in the form of monoammonium phosphate salt (NH4H2PO4) and micronutrients as main quality indexes;
1.3.31. “ammonium polyphosphate and micronutrient fertilizer” (APP and micronutrient fertilizer) means a fertilizer which contains nitrogen and phosphate in the form of ammonium polyphosphate salt (NH4)2H2P2O7, (NH4)3HP2O7 and (NH4)3H2P3O10) and micronutrients as main quality indexes;
1.3.32. “nitrophosphate and micronutrient fertilizer” means a fertilizer which contains nitrogen and phosphate in the form of nitrophosphate salt CaHPO4, (NH4)2HPO4, NH4NO3 and Ca(NO3)2 and micronutrients as main quality indexes;
1.3.33. “micronutrient and monopotassium phosphate fertilizer” (MKP and micronutrient fertilizer) means a fertilizer which contains phosphate and potassium in the form of monopotassium phosphate fertilizer (KH2PO4) and micronutrients as main quality indexes;
1.3.34. “mixed and micronutrient fertilizer” means a fertilizer which contains macronutrients in the form of mixed fertilizer and micronutrients as main quality indexes;
1.3.35. “NPK and micronutrient fertilizer” means a fertilizer which contains nitrogen, phosphate and potassium and micronutrients as main quality indexes;
1.3.36. “NP and micronutrient fertilizer” means a fertilizer which contains nitrogen and phosphate in the form of mixed fertilizer and micronutrients as main quality indexes;
1.3.37. “NK and micronutrient fertilizer” means a fertilizer which contains nitrogen and potassium in the form of mixed fertilizers and micronutrients as main quality indexes;
1.3.38. “PK and micronutrient fertilizer” means a fertilizer which contains phosphate and potassium in the form of mixed fertilizer and micronutrients as main quality indexes;
1.3.39. “macro, secondary and micro nutrient fertilizer” means a fertilizer which contains macronutrients, secondary nutrients and micronutrients as main quality indexes;
1.3.40. “nitrogen, secondary nutrient and micronutrient fertilizer” means a fertilizer which contains nitrogen, secondary nutrients and micronutrients as main quality indexes;
1.3.41. “phosphate, secondary nutrient and micronutrient fertilizer” means a fertilizer which contains phosphate, secondary nutrients and micronutrients as main quality indexes;
1.3.42. “potassium, secondary nutrient and micronutrient fertilizer” means a fertilizer which contains potassium, secondary nutrients and micronutrient s as main quality indexes;
1.3.43. “NPK, micronutrient and secondary nutrient fertilizer” means a fertilizer which contains nitrogen, phosphate, potassium, secondary nutrients and micronutrients as main quality indexes;
1.3.44. “NP fertilizer, secondary nutrient and micronutrient” means a fertilizer which contains nitrogen, phosphate, secondary nutrients and micronutrients as main quality indexes;
1.3.45. “NK, secondary nutrient and micronutrient fertilizer” means a fertilizer which contains nitrogen, potassium, secondary nutrients and micronutrients as main quality indexes;
1.3.46. “PK, secondary nutrient and micronutrient fertilizer” means a fertilizer which contains nitrogen, phosphate, potassium, secondary nutrients and micronutrients as main quality indexes;
1.3.47. “secondary and micro nutrient fertilizer” means a fertilizer which contains secondary nutrients and micronutrients as main quality indexes;
1.3.48. “nitrogen and organic fertilizer” (organic and urea fertilizer, AS and organic fertilizer, etc.) means a fertilizer which contains nitrogen and organic substance as main quality indexes;
1.3.49. “phosphate and organic fertilizer” means a fertilizer which contains phosphate and organic substance as main quality indexes;
1.3.50. “potassium and organic fertilizer” means a fertilizer which contains potassium and organic substance as main quality indexes;
1.3.51. “nitrogen and biological fertilizer” (urea and biological fertilizer, AS and biological fertilizer, etc.) means a fertilizer which contains nitrogen and biological substance as main quality indexes;
1.3.52. “phosphate and biological fertilizer” means a fertilizer which contains phosphate and biological substance as main quality indexes;
1.3.53. “potassium and biological fertilizer” means a fertilizer which contains potassium and biological substance as main quality indexes;
1.3.54. “microbial and nitrogen fertilizer” (urea and microbial fertilizer, AS and microbial fertilizer, etc.) means a fertilizer which contains nitrogen and microorganisms as main quality indexes;
1.3.55. “phosphate and microbial fertilizer” means a fertilizer which contains phosphate and microorganisms as main quality indexes;
1.3.56. “potassium and microbial fertilizer” means a fertilizer which contains potassium and microorganisms as main quality indexes;
1.3.57. “nitrogen, organic and biological fertilizer” (urea and organic fertilizer, SA, organic and biological fertilizer, etc.) means a fertilizer which contains nitrogen, organic substance and biological substance as main quality indexes;
1.3.58. “phosphate, organic and biological fertilizer” means a fertilizer which contains phosphate, organic substance and biological substance as main quality indexes;
1.3.59. “potassium, organic and biological fertilizer” means a fertilizer which contains potassium, organic substance and biological substance as main quality indexes;
1.3.60. “nitrogen, organic and microbial fertilizer” (urea, organic and microbial fertilizer, SA, organic and microbial fertilizer, etc.) means a fertilizer which contains nitrogen, organic substance and microorganisms as main quality indexes;
1.3.61. “phosphate, organic and microbial fertilizer” means a fertilizer which contains phosphate, organic substance and microorganisms as main quality indexes;
1.3.62 “potassium, organic and microbial fertilizer” means a fertilizer which contains potassium, organic substance and microorganisms as main quality indexes;
1.3.63. “complex and organic fertilizer” means a fertilizer which contains macronutrients in the form of complex fertilizer and organic substance as main quality indexes;
1.3.64. “DAP and organic fertilizer” means a fertilizer which contains nitrogen and phosphate in the form of DAP fertilizer and organic substance as main quality indexes;
1.3.65. “APP and organic fertilizer” means a fertilizer which contains macronutrients in the form of APP fertilizer and organic substance as main quality indexes;
1.3.66. “nitrophosphate and organic fertilizer” means a fertilizer which contains nitrogen and phosphate in the form of nitrophosphate fertilizer and organic substance as main quality indexes;
1.3.67. “MAP and organic fertilizer” means a fertilizer which contains nitrogen and phosphate in the form of MAP fertilizer and organic substance as main quality indexes;
1.3.68. “MKP and organic fertilizer” means a fertilizer which contains phosphate and potassium in the form of MKP fertilizer and organic substance as main quality indexes;
1.3.69. “complex and biological fertilizer” means a fertilizer which contains macronutrients in the form of complex fertilizer and biological substance as main quality indexes;
1.3.70. “DAP and biological fertilizer” means a fertilizer which contains nitrogen and phosphate in the form of DAP fertilizer and biological substance as main quality indexes;
1.3.71. “APP and biological fertilizer” means a fertilizer which contains nitrogen and phosphate in the form of APP fertilizer and biological substance as main quality indexes;
1.3.72. “nitrophosphate and biological fertilizer” means a fertilizer which contains nitrogen and phosphate in the form of nitrophosphate fertilizer and biological substance as main quality indexes;
1.3.73. “MAP and biological fertilizer” means a fertilizer which contains nitrogen and phosphate in the form of MAP fertilizer and biological substance as main quality indexes;
1.3.74. “MKP and biological fertilizer” means a fertilizer which contains phosphate and potassium in the form of MKP fertilizer and biological substance as main quality indexes;
1.3.75. “complex and microbial fertilizer” means a fertilizer which contains macronutrients in the form of complex fertilizer and microorganisms as main quality indexes;
1.3.76. “microbial and DAP fertilizer” means a fertilizer which contains nitrogen and phosphate in the form of DAP fertilizer and microorganisms as main quality indexes;
1.3.77. “APP and microbial fertilizer” means a fertilizer which contains nitrogen and phosphate in the form of APP fertilizer and microorganisms as main quality indexes;
1.3.78. “nitrophosphate and microbial fertilizer” means a fertilizer which contains nitrogen and phosphate in the form of nitrophosphate fertilizer and microorganisms as main quality indexes;
1.3.79. “MAP and microbial fertilizer” means a fertilizer which contains nitrogen and phosphate in the form of MAP fertilizer and microorganisms as main quality indexes;

1.3.119. “macronutrient, micronutrient and biological fertilizer” means a fertilizer which contains macronutrients, micronutrients and biological substance as main quality indexes;
1.3.120. “organic and microbial fertilizer” means a fertilizer which contains organic substance and microorganisms as main quality indexes;
1.3.121. “organic and biological fertilizer” means a fertilizer which contains organic substance and biological substance as main quality indexes;
1.3.122. “organic, biological and microbial fertilizer” means a fertilizer which contains organic substance, biological substance and microorganisms as main quality indexes;
1.3.123. “organic and macronutrient fertilizer” (“organic and mineral fertilizer”) means a fertilizer which contains organic substance and macronutrients as main quality indexes;
1.3.124. “organic, macronutrient and secondary nutrient fertilizer” means a fertilizer which contains organic substance, macronutrients and secondary nutrients as main quality indexes;
1.3.125. “organic, macronutrient and micronutrient fertilizer” (“organic and mineral fertilizer”) means a fertilizer which contains organic substance, macronutrients and micronutrients as main quality indexes;
1.3.126. “organic and secondary nutrient fertilizer” means a fertilizer which contains organic substance and secondary nutrients as main quality indexes;
1.3.127. “organic and micronutrient fertilizer” means a fertilizer which contains organic substance and micronutrients as main quality indexes;

1.3.129. “organic, biological and macronutrient fertilizer” means a fertilizer which contains organic substance, biological substance and macronutrients as main quality indexes;
1.3.130. “organic, microbial and macronutrient fertilizer” means a fertilizer which contains organic substance, macronutrients and macronutrients as main quality indexes;
1.3.131. “organic, biological and secondary nutrient fertilizer” means a fertilizer which contains organic substance, biological substance and secondary nutrients as main quality indexes;
1.3.132. “organic, biological and micronutrient fertilizer” means a fertilizer which contains organic substance, biological substance and micronutrients as main quality indexes;
1.3.133. “organic, microbial and secondary nutrient fertilizer” means a fertilizer which contains organic substance, microorganisms and secondary nutrients as main quality indexes;
1.3.134. “organic, microbial and micronutrient fertilizer” means a fertilizer which contains organic substance, microorganisms and micronutrients as main quality indexes;
1.3.135. “biological and microbial fertilizer” means a fertilizer which contains biological substance and microorganisms as main quality indexes;
1.3.136. “biological and macronutrient fertilizer” means a fertilizer which contains biological substance and macronutrients as main quality indexes;
1.3.137. “microbial and macronutrient fertilizer” means a fertilizer which contains microorganisms and macronutrients as main quality indexes;
1.3.138. “biological, microbial and macronutrient fertilizer” means a fertilizer which contains biological substance, microorganisms and macronutrients as main quality indexes;
1.3.139. “biological and micronutrient fertilizer” means a fertilizer which contains biological substance and micronutrients as main quality indexes;
1.3.140. “microbial and micronutrient fertilizer” means a fertilizer which contains microorganisms and micronutrients as main quality indexes;
1.3.141. “secondary nutrient and microbial fertilizer” means a fertilizer which contains secondary nutrients and microorganisms as main quality indexes;
1.3.142. “secondary nutrient, micronutrient and biological fertilizer” means a fertilizer which contains secondary nutrients, micronutrients and biological substance as main quality indexes;
1.3.143. “secondary nutrient, micronutrient and microbial fertilizer” means a fertilizer which contains secondary nutrients, micronutrients and microorganisms as main quality indexes;
2. TECHNICAL REQUIREMENTS
2.1. Fertilizer classification
2.1.1. Classification of fertilizers in group of inorganic fertilizers (also known as “chemical fertilizers”) by their composition, content or effects of their nutrients to plants;
a) Macronutrient fertilizer: a fertilizer which contains at least 01 macronutrient and has a main quality index satisfying the provisions laid down in this Regulation;
b) Secondary nutrient fertilizer: a fertilizer which contains at least 01 (for a foliar fertilizer) or 02 (for a root fertilizer) secondary nutrients and has a main quality index satisfying the provisions laid down in this Regulation, excluding naturally-extracted limestone, gypsum, marl and dolomite that have not been processed or produced into fertilizers;
c) Micronutrient fertilizer: a fertilizer which contains at least 01 micronutrient and has a main quality index satisfying the provisions laid down in this Regulation;
d) Inorganic fertilizer for soil improvement: a fertilizer which improves physical, chemical and biological properties of soil to facilitate the growth and development of plants, is produced from inorganic substances or synthetic organic substances and has a main quality index satisfying the provisions laid down in this Regulation;
dd) Multi-component chemical fertilizer (also known as “multi-component inorganic fertilizer”): a fertilizer which is produced from inorganic substances or synthetic organic substances, is mixed with one or more substances that are natural organic substances, biological substances or beneficial microorganisms and has a main quality index satisfying the provisions laid down in this Regulation.
2.1.2. Classification of macronutrient fertilizers by their composition or chemical bonds of their nutrients
a) Single inorganic fertilizer (also known as “single fertilizer”): a fertilizer which contains only 01 macronutrient and has a main quality index satisfying the provisions laid down in this Regulation;
b) Complex inorganic fertilizer (also known as “complex fertilizer”): a fertilizer which contains only macronutrients connected by chemical bonds and has a main quality index satisfying the provisions laid down in this Regulation;
c) Mixed inorganic fertilizer (also known as “mixed fertilizer”): a fertilizer which contains at least 02 macronutrients, is produced by mixing different types of fertilizers and has a main quality index satisfying the provisions laid down in this Regulation;
d) Macro and secondary nutrient fertilizer: an inorganic fertilizer which contains at least 01 macronutrient and 01 secondary nutrient and has a main quality index satisfying the provisions laid down in this Regulation;
dd) Macro-micronutrient fertilizer: an inorganic fertilizer which contains at least 01 macronutrient and 01 micronutrient and has a main quality index satisfying the provisions laid down in this Regulation;
e) Secondary, micro and macro nutrient fertilizer: an inorganic fertilizer which contains at least 01 macronutrient, 01 micronutrient and 01 secondary nutrient and has a main quality index satisfying the provisions laid down in this Regulation.
2.1.3. Classification of fertilizers in group of organic fertilizers by their composition or effects of their composition
a) Organic fertilizer: a fertilizer which contains only natural organic substance and has a main quality index satisfying the provisions laid down in this Regulation;
b) Organic fertilizer for soil improvement: a fertilizer which improves physical, chemical and biological properties of soil to facilitate the growth and development of plants, is produced from natural organic substances (excluding synthetic organic substances) and has a main quality index satisfying the provisions laid down in this Regulation;
c) Multi-component organic fertilizer: a fertilizer which is produced from natural organic substances (excluding synthetic organic substances), is mixed with one or more inorganic substances, biological substances or beneficial microorganisms and has a main quality index satisfying the provisions laid down in this Regulation.
2.1.4. Classification of fertilizers in group of organic fertilizers by their composition or effects of their composition
a) Biofertilizer: a fertilizer which is produced through a biological process or naturally derived, contains 01 or more biological substances (humic acids, fulvic acids, amino acids, vitamins or other biological substances) and has a main quality index satisfying the provisions laid down in this Regulation;
b) Microbial fertilizer: a fertilizer which contains beneficial microorganisms that have ability to produce nutrients or transformed into nutrients in soil which can be used by plants and has a main quality index satisfying the provisions laid down in this Regulation;
c) Biofertilizer for soil improvement: a fertilizer which improves physical, chemical and biological properties of soil to facilitate the growth and development of plants, is produced through a biological process or naturally derived, contains one or more biological substances or beneficial microorganisms and has a main quality index satisfying the provisions laid down in this Regulation;
d) Multi-component biofertilizer: a fertilizer which is produced through a biological process or naturally derived, contains 01 or more biological substances (humic acids, fulvic acids, amino acids, vitamins, other biological substances or beneficial microorganisms), is mixed with one or more inorganic substances or natural organic substances and has a main quality index satisfying the provisions laid down in this Regulation.
2.1.5. Fertilizer containing plant growth regulators (PGRs) is one of the fertilizers prescribed in 2.1.1; 2.1.2; 2.1.3; 2.1.4 of this Regulation to which one or more PGRs is added and the total content of PGRs shall be less than 0,5% by mass.
2.1.6. Fertilizer containing use efficiency enhancers is one of the fertilizers prescribed in 2.1.1; 2.1.2; 2.1.3; 2.1.4 of this Regulation and mixed with use efficiency enhancers.
2.1.7. Fertilizer capable of boosting the plant immunity is one of the fertilizers prescribed in 2.1.1; 2.1.2; 2.1.3; 2.1.4 of this Regulation and contains substances for boosting the plant immunity.
2.1.8. Rare earth fertilizer is one of the fertilizers prescribed in 2.1.1; 2.1.2; 2.1.3; 2.1.4 of this Regulation to which one or more of the following elements: Lanthanum (La), Cerium (Ce), Praseodymium (Pr), Neodymium (Nd), Promethium (Pm), Samarium (Sm), Europium (Eu), Gadolinium (Gd), Terbium (Tb), Dysprosium (Dy), Holmium (Ho), Erbium (Er), Thulium (Tm), Ytterbium (Yb), Lutetium (Lu), Scandium (Sc), and Yttrium (Y).
2.1.9. Classification of fertilizers by their uses
a) Root fertilizer: a fertilizer used to provide nutrients to plants through their roots or to improve soil;
b) Foliar fertilizer: a fertilizer used to provide nutrients to plants through their stems and leaves.
2.1.10. HS codes of fertilizers are specified in Section 1 in the Appendix I to the Circular No. 01/2024/TT-BNNPTNT dated February 02, 2024 of the Minister of Agriculture and Rural Development.
2.2. Requirements for fertilizer quality indexes
A fertilizer must meet main quality indexes and additional quality indexes to be registered in the decision to recognize circulation of fertilizer in Vietnam or fertilizer import license (hereinafter referred to as “additional quality indexes to be registered”), acceptable deviations between test results and registered limits in the decision to recognize circulation of fertilizer in Vietnam or fertilizer import license (hereinafter referred to as “deviations from registered limits”) and acceptable deviations between test results and prescribed limits (hereinafter referred to as “deviations from prescribed limits”) applicable to the quality indexes specified in Appendices I, II and III to this Regulation.
Apart from main quality indexes and additional quality indexes to be registered, organizations and individuals are entitled to register additional quality indexes specified in Table 24 of the Appendix II to this Regulation in the decision to recognize circulation of fertilizer in Vietnam (hereinafter referred to as “registered additional quality indexes”).
If a fertilizer contains one or more PGRs whose content or total content is > 0.005% by mass (or > 50 mg/kg or > 50 ppm by mass), such PGRs must be registered in the decision to recognize circulation of fertilizer in Vietnam or fertilizer import license; the content or total content (in case of more than two PGRs) of PGRs in the fertilizer must be less than 0,5% by mass.
In the case of a fertilizer with quality indexes possessing specific properties, such specific properties must be registered, recognized and indicated in the decision to recognize circulation of fertilizer in Vietnam or fertilizer import license.
The fertilizer quality indexes specified in the declaration of conformity must be consistent with those specified in the decision to recognize circulation of fertilizer in Vietnam.
2.3. Restricted elements in fertilizers (harmful elements)
Fertilizers must satisfy the requirements concerning restricted elements specified in the Appendix IV to this Regulation. Restricted elements and their content in urea fertilizers, ammonium sulphate fertilizers, ammonium chloride fertilizers, fused phosphate fertilizer, single superphosphate fertilizer, double superphosphate fertilizer, enriched superphosphate fertilizer, diammonium phosphate fertilizer, urea and micronutrient fertilizer, ammonium and micronutrient sulphate fertilizer, ammonium chloride and micronutrient fertilizer, fused phosphate and micronutrient fertilizers, single superphosphate and micronutrient fertilizers, double superphosphate and micronutrient fertilizers, enriched superphosphate and micronutrient fertilizers, and diammonium phosphate and micronutrient fertilizers must be registered in the decision to recognize circulation of fertilizer in Vietnam in accordance with the provisions set out in the Appendix IV to this Regulation and the declaration of their conformity must include the restricted elements specified in the decision to recognize circulation of fertilizer in Vietnam.
Fertilizers must not contain active substances of plant protection products. If fertilizers contain a biological substance which provides nutrients to plants or improves soil and also controls harmful organisms, they must be registered and considered and recognized by the competent authority in the decision to recognize circulation of fertilizer in Vietnam or fertilizer import license with respect to each specific fertilizer.
3. TEST METHODS
3.1. Sampling
Fertilizer samples are collected to determine content of quality indexes and restricted elements using the sampling method prescribed in TCVN 9486:2018 Fertilizers - Sampling and TCVN 12105:2018 Microbial fertilizers - Sampling.
3.2. Test methods
3.2. Conformity assessment bodies may apply other test methods which have equivalent accuracy and designated or accredited by the competent authority in accordance with law on standards and technical regulations.
For dated TCVN on test methods, only the edition cited applies when reviewed. If there are factors affecting the test results because a method specified in TCVN has not been reviewed and revised to make it suitable to the practical situation or no test methods specified in this Regulation are tailored for quality indexes (including quality indexes having specific properties) and restricted elements in fertilizers, the test method designated or accredited by the competent authority in accordance with the law on standards and technical regulations shall apply.

4. MANAGEMENT PROVISIONS
4.1. General principles of fertilizer quality management
The management of quality of fertilizers (including those domestically produced, imported and circulated on the market) must be subject to the provisions of law on quality of products and goods and law on fertilizer management; ensure transparency, objectivity, non-discrimination in terms of goods origin and organizations and individuals related to quality of products and goods, conformity with international practice, protection of rights and legitimate interests of producers, traders and consumers.
Imported fertilizers must undergo state inspection of their quality and comply with the law on quality of products and goods and law on fertilizer management.
4.2. Provisions on conformity certification
Conformity of fertilizers shall be certified in accordance with the Circular No. 28/2012/TT-BKHCN dated December 12, 2012, Circular No. 02/2017/TT-BKHCN dated March 31, 2017 and Circular No. 06/2020/TT-BKHCN dated December 10, 2020. To be specific:
4.2.1. Method 5: Testing representative samples in combination with assessment of the production process; carrying out supervision by testing samples collected at production sites or on the market in combination with assessment of the fertilizer production process.
Upon re-supervision and re-assessment, it is required to collect samples of all fertilizers whose conformity has been certified and 100% of quality indexes and restricted elements specified in the decision to recognize circulation of fertilizer in Vietnam and restricted elements provided for in the Appendix IV to this Regulation have been tested.
4.2.2. Method 7: Testing and assessing fertilizer shipments.
This method applies to imported fertilizers.
4.3. Provisions on conformity declaration
Conformity of fertilizers shall be declared as per the law on quality of products and goods and law on standards and technical regulations.
5. RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS
5.1. Every conformity assessment body shall: assess conformity with regard to the test methods and fields of certification which they have been accredited or designated; be subject to inspection and supervision by competent state management agencies; exercise its rights and perform its obligations in accordance with the law on quality of products and goods and law on standards and technical regulations.
5.2. Organizations and individuals producing, importing and selling fertilizers circulated in Vietnam must satisfy the provisions set forth in this technical regulation.
6. ORGANIZING IMPLEMENTATION
6.1. The state management agency for fertilizers shall provide guidance on, inspect and cooperate with related competent agencies in organizing the implementation of this Regulation.
6.2. In the cases where any of the legislative documents and standards referred to in this Regulation is amended or replaced, the newest one shall apply.
Appendix I
REQUIREMENTS FOR MAIN QUALITY INDEXES AND ACCEPTABLE DEVIATIONS BETWEEN TEST RESULTS AND REGISTERED LIMITS APPLICABLE TO MAIN QUALITY INDEXES FOR ROOT FERTILIZERS
For fertilizers specified in section 2.1 Fertilizer classification of this Regulation that are intended for root application must, there must be main quality indexes and acceptable deviations between test results and registered limits (deviations from registered limits) applicable to main quality indexes in compliance with the provisions set out in Tables 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21 and 22 Sections I, II, III and IV of this Appendix.
For fertilizers whose main quality indexes (including those with specific properties) have not yet been specified in this Appendix, the main quality indexes shall be considered and recognized in the decision to recognize circulation of fertilizer in Vietnam by the Plant Production and Protection Department and acceptable deviations from registered limits applicable to the main quality indexes must be ≥ 10% regarding the density of beneficial microorganisms and mycorrhizae and ≥ 90% regarding other indexes.
I. GROUP OF INORGANIC FERTILIZERS
1. Macronutrient fertilizers
1.1. Single inorganic fertilizers
Single inorganic fertilizers include:
- Nitrogen fertilizers: including fertilizers containing nitrogen (N) such as urea fertilizer (CO(NH₂)₂), ammonium sulphate (AS) fertilizer ((NH₄)₂SO₄), ammonium chloride fertilizer (NH₄Cl), calcium nitrate (Ca(NO₃)₂), magnesium nitrate (Mg(NO₃)₂);
- Phosphate fertilizers: fertilizers containing phosphorus (P) such as fused phosphate fertilizer (produced by heating method, carrying out fusion of a mixture containing phosphate ore and additives, and then rapidly cooled by water), single superphosphate fertilizer in the form of a salt mixture (Ca(H2PO4)2.H2O and CaHPO4.2H2O), double superphosphate fertilizer in the form of water-soluble salt (Ca(H2PO4)2.H2O and P₂O₅hh ≥ 40%), enriched superphosphate fertilizer in the form of water-soluble salt (Ca(H2PO4)2.H2O and 20% ≤ P2O5hh < 40%);
- Potassium fertilizers: fertilizers containing potassium (K) such as potassium chloride fertilizer (KCl), potassium sulphate fertilizer (K₂SO₄), potassium magnesium sulphate fertilizer (K2SO4.MgSO4.6H2O).
Main quality indexes and acceptable deviations from registered limits applicable to main quality indexes for single inorganic fertilizers intended for root application are specified in Tables 1, 2 and 3 of this Appendix.

Macro and secondary nutrient fertilizers include:
- Fertilizers containing one of the macronutrients (N, P, K) and at least 01 secondary nutrient such as nitrogen and secondary nutrient fertilizers, phosphate and secondary nutrient fertilizers and potassium and secondary nutrient fertilizers;
- Fertilizers containing 02 or 03 macronutrients (N, P, K) and at least 01 secondary nutrient such as NPK and secondary nutrient fertilizers, NP and secondary nutrient fertilizers, NK and secondary nutrient fertilizers, PK and secondary nutrient fertilizers (mixed and secondary nutrient fertilizers).

- Potassium and micronutrient fertilizers: fertilizers containing potassium (K) and micronutrients such as potassium chloride and micronutrient fertilizers, potassium sulphate and micronutrient fertilizers, potassium magnesium sulphate and micronutrient fertilizers.

- Main quality indexes and acceptable deviations from registered limits applicable to main quality indexes for complex and micronutrient fertilizers intended for root application are specified in Table 10 of this Appendix.

- Fertilizers containing 02 or 03 macronutrients (N, P, K), secondary nutrients and micronutrients such as NPK, secondary nutrient and micronutrient fertilizers, NP, secondary nutrient and micronutrient fertilizers, PK, secondary nutrient and micronutrient fertilizers.

- Fertilizers blended from at least two of the aforementioned multi-component inorganic fertilizers and having main quality indexes consisting of macronutrients and secondary nutrients or macronutrients and micronutrients or macronutrients, secondary nutrients and micronutrients, and at least one of the indexes including organic substances, biological substances and microorganisms that satisfy the provisions specified in Table 16.23 of this Regulation.
Main quality indexes and acceptable deviations from registered limits applicable to main quality indexes for multi-component inorganic fertilizers intended for root application are specified in Table 16 of this Appendix.

5. Notes: (1) Deviation from registered limit of main quality index (%) = (Value obtained from the test result, expressed in the unit of the registered limit/Registered limit) x 100;
(2) Amino acid: can be replaced by the name of a specific amino acid (glycine, lysine, serine, etc.) together with the content of each corresponding amino acid;
(3) Vitamin: can be replaced by the name of a specific vitamin (vitamin A, vitamin B1, vitamin B6, etc.) together with the content of each corresponding vitamin;
(4) Other biological substances: the name of a biological substance shall be registered by the organization or individual having fertilizers and recognized in the decision to recognize circulation of fertilizer in Vietnam for each specific fertilizer;
(5) Beneficial microorganisms include cellulose-degrading microorganisms (microorganisms degrading organic compounds), nitrogen-fixing microorganisms, phosphorus-solubilizing microorganisms (microorganisms degrading insoluble phosphorus compounds), potassium-solubilizing microorganisms and other beneficial microorganisms recognized for each specific fertilizer in the decision to recognize circulation of fertilizer in Vietnam;
(6) Mycorrhizae include endomycorrhizae and ectomycorrhizae;
(7) Applicable where there is 1 micronutrient, the content shall be ≥ 1.000 mg/kg or mg/l or ppm; where there are 2 or more micronutrients, the total content of such nutrients shall be ≥ 1.000 mg/kg or mg/l or ppm.
(8) Applicable where there are 2 or more micronutrients, content of each micronutrient shall be ≥ 50 mg/kg or mg/l or ppm.
(9) Applicable where there is 1 secondary nutrient, the content shall be ≥ 20%; where there are 2 or more secondary nutrients, the total content of such nutrients shall be ≥ 20%;
(10) Applicable where there are 2 or more secondary nutrients, content of each secondary nutrient shall be ≥ 1%;
(- -) The content shall be registered by the organization or individual having fertilizers and recognized for each specific fertilizer in the decision to recognize circulation of fertilizer in Vietnam.

- Fertilizers containing organic substance and one or more biological substances or beneficial microorganisms such as organic and microbial fertilizers, organic and biological fertilizers, organic, biological and microbial fertilizers;
- Fertilizers containing organic substance and one or more macronutrients, secondary nutrients or micronutrients such as organic and macronutrient fertilizers (organic and mineral fertilizers), organic, macronutrient and secondary nutrient fertilizers, organic, macronutrient and micronutrient fertilizers, organic and secondary nutrient fertilizers, organic and micronutrient fertilizers, organic, secondary and micronutrient fertilizers;
- Fertilizers containing organic substance and macronutrients, secondary nutrients, micronutrients, biological substances, beneficial microorganisms such as organic, biological and macronutrient fertilizers, organic, microbial and macronutrient fertilizers, organic, biological and secondary nutrient fertilizers, organic, biological and micronutrient fertilizers, organic, microbial and secondary nutrient fertilizers, organic, microbial and micronutrient fertilizers.
- Fertilizers blended from at least two of the aforementioned multi-component organic fertilizers and having main quality indexes consisting of organic substance and at least two of the indexes including macronutrients, secondary nutrients, micronutrients, biological substances and microorganisms that satisfy the provisions specified in Table 19.16 of this Regulation.
Main quality indexes and acceptable deviations from registered limits applicable to main quality indexes for multi-component organic fertilizers intended for root application are specified in Table 19 of this Appendix.

(6) Other biological substances: the name of a biological substance shall be registered by the organization or individual having fertilizers and recognized in the decision to recognize circulation of fertilizer in Vietnam for each specific fertilizer;
(7) Applicable where there is 1 secondary nutrient, the content shall be ≥ 20%; where there are 2 or more secondary nutrients, the total content of such nutrients shall be ≥ 20%;
(8) Applicable where there are 2 or more secondary nutrients, content of each secondary nutrient shall be ≥ 1%;
(9) Applicable where there is 1 micronutrient, the content shall be ≥ 1.000 mg/kg or mg/l or ppm; where there are 2 or more micronutrients, the total content of such nutrients shall be ≥ 1.000 mg/kg or mg/l or ppm.
(10) Applicable where there are 2 or more micronutrients, content of each micronutrient shall be ≥ 50 mg/kg or mg/l or ppm.
(11) The prescribed limit ≥ 8% applies to the indexes Nts, P2O5hh, K2Ohh ≥ 2%; the prescribed limit < 18% applies to the indexes Nts, P2O5hh, K2Ohh ≥ 3%.
(- -) The content shall be registered by the organization or individual having fertilizers and recognized for each specific fertilizer in the decision to recognize circulation of fertilizer in Vietnam.

III. GROUP OF BIOFERTILIZERS
1. Biofertilizers
Biofertilizers include:
- Fertilizers containing only biological substances (biofertilizers);
- Fertilizers containing only beneficial microorganisms (microbial fertilizers);
- Fertilizers containing both biological substances and beneficial microorganisms (biological and microbial fertilizers).
Main quality indexes and acceptable deviations from registered limits applicable to main quality indexes for root biofertilizers are specified in Table 20 of this Appendix.

3. Multi-component biofertilizers
Multi-component biofertilizers include:
- Fertilizers containing at least one of the following two components, namely biological substances, beneficial microorganisms and macronutrients such as biological and macronutrient fertilizers, microbial and macronutrient fertilizers, biological, microbial and macronutrient fertilizers;
- Fertilizers containing at least one of the following two components, namely biological substances, beneficial microorganisms and macronutrients such as biological and micronutrient fertilizers, microbial and micronutrient fertilizers.
- Fertilizers blended from at least two of the aforementioned multi-component biofertilizers and having main quality indexes consisting of organic substance and/or microorganism and at least two of the indexes including macronutrients, secondary nutrients, micronutrients and organic substances that satisfy the provisions specified in Table 22.6 of this Regulation.

IV. FERTILIZERS CONTAINING PLANT GROWTH REGULATORS, FERTILIZERS CONTAINING USE EFFICIENCY ENHANCERS, FERTILIZERS CAPABLE OF BOOSTING PLANT IMMUNITY AND RARE EARTH FERTILIZERS
1. Fertilizers containing plant growth regulators
Main quality indexes of fertilizers containing PGRs comprise the main quality indexes of one of the fertilizers specified in Tables 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21 and 22 of this Appendix and content of PGRs. Main quality indexes, additional quality indexes to be registered, additional quality indexes registered (if any) and restricted elements of fertilizers containing PGRs must satisfy the provisions on main quality indexes, additional quality indexes to be registered, additional quality indexes registered and restricted elements of one of the fertilizers specified in the Tables of this Appendix, Table 23 and Table 24 of Appendix II and Table 27 of Appendix IV. Content of PGRs in fertilizers shall be registered by the organization or individual having fertilizers and recognized in the decision to recognize circulation of fertilizer in Vietnam. The acceptable deviation from registered limit of a PGR must be ≥ 80% and the acceptable deviation from prescribed limit 0,5%(1) (or 5.000 mg/kg or 5.000 ppm by mass) of a PGR must be < 120%.

2. Fertilizers containing use efficiency enhancers
The main quality indexes of fertilizers containing use efficiency enhancers comprise the main quality indexes of one of the fertilizers specified in Tables 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21 and 22 of this Appendix and content of use efficiency enhancers. Main quality indexes, additional quality indexes to be registered, additional quality indexes registered (if any) and restricted elements of fertilizers containing use efficiency enhancers must satisfy the provisions on main quality indexes, additional quality indexes to be registered, additional quality indexes registered and restricted elements of one of the fertilizers specified in the Tables of this Appendix, Table 23 and Table 24 of Appendix II and Table 27 of Appendix IV. Content of use efficiency enhancers in fertilizers shall be registered by the organization or individual having fertilizers and recognized in the decision to recognize circulation of fertilizer in Vietnam. Acceptable deviation from registered limit of content of a use efficiency enhancer must be ≥ 80%.
3. Fertilizers capable of boosting plant immunity
The main quality indexes of fertilizers capable of boosting plant immunity comprise the main quality indexes of one of the fertilizers specified in Tables 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21 and 22 of this Appendix and content of plant immunity boosters. Main quality indexes, additional quality indexes to be registered, additional quality indexes registered (if any) and restricted elements of fertilizers capable of boosting plant immunity must satisfy the provisions on main quality indexes, additional quality indexes to be registered, additional quality indexes registered and restricted elements of one of the fertilizers specified in the Tables of this Appendix, Table 23 and Table 24 of Appendix II and Table 27 of Appendix IV. Content of plant immunity boosters in fertilizers shall be registered by the organization or individual having fertilizers and recognized in the decision to recognize circulation of fertilizer in Vietnam. Acceptable deviation from registered limit of content of a plant immunity booster must be ≥ 80%.
4. Rare earth fertilizers
The main quality indexes of rare earth fertilizers comprise the main quality indexes of one of the fertilizers specified in Tables 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21 and 22 of this Appendix and content of rare earth elements. Main quality indexes, additional quality indexes to be registered, additional quality indexes registered (if any) and restricted elements of rare earth fertilizers must satisfy the provisions on main quality indexes, additional quality indexes to be registered, additional quality indexes registered and restricted elements of one of the fertilizers specified in the Tables of this Appendix, Table 23 and Table 24 of Appendix II and Table 27 of Appendix IV. Content of rare earth elements in fertilizers shall be registered by the organization or individual having fertilizers and recognized in the decision to recognize circulation of fertilizer in Vietnam. Acceptable deviation from registered limit of content of a rare earth element must be ≥ 80%.
Appendix II
REQUIREMENTS FOR ADDITIONAL QUALITY INDEXES, ACCEPTABLE DEVIATIONS BETWEEN TEST RESULTS AND REGISTERED LIMITS AND ACCEPTABLE DEVIATIONS BETWEEN TEST RESULTS AND PRESCRIBED LIMITS APPLICABLE TO ADDITIONAL QUALITY INDEXES FOR ROOT FERTILIZERS
The fertilizers specified in section 2.1 Fertilizer classification of this Regulation that are intended for root application must satisfy the corresponding provisions set out in Table 23 of this Appendix regarding additional quality indexes to be registered and acceptable deviations from registered limits applicable to additional quality indexes to be registered. Where fertilizers have additional quality indexes, acceptable deviations from registered limits and acceptable deviations from prescribed limits applicable to additional quality indexes which satisfy the provisions in Table 24, organizations and individuals are entitled to register such additional quality indexes in the decision to recognize circulation of fertilizer in Vietnam.
For fertilizers whose additional quality indexes (including those with specific properties) have not yet been specified in this Appendix, the additional quality indexes shall be considered and recognized in the decision to recognize circulation of fertilizer in Vietnam by the Plant Production and Protection Department and acceptable deviations from registered limits applicable to the additional quality indexes must be ≥ 10% regarding the density of beneficial microorganisms, ≥ 20% regarding the mycorrhiza density and ≥ 80% regarding other registered additional quality indexes.

I. Foliar fertilizers that do not contain PGRs, use efficiency enhancers, rare earth and foliar fertilizers incapable of boosting plant immunity
Foliar fertilizers shall be classified according to the main quality indexes registered in the decision to recognize circulation of fertilizer in Vietnam into one of the following three groups of fertilizers, namely inorganic foliar fertilizers, organic foliar fertilizers and foliar biofertilizers.
The main quality indexes of foliar fertilizers are those registered in the decision to recognize circulation of fertilizer in Vietnam as specified in Table 25 of this Appendix.
The additional quality indexes to be registered for foliar fertilizers shall be moisture, pHH2O for solid foliar fertilizers; density (specific gravity) and pHH2O for liquid foliar fertilizers; moisture, pHH2O and C/N ratio for solid foliar fertilizers, or density (specific gravity), pHH2O and C/N ratio for liquid foliar fertilizers having organic substance as a main quality index, and such index shall be registered in the decision to recognize circulation of fertilizer in Vietnam.
The specified limits of main quality indexes, additional quality indexes to be registered for foliar fertilizers shall be those registered by the organization or individual having fertilizers and recognized in the decision to recognize circulation of fertilizer in Vietnam for each specific fertilizer.
Acceptable deviations from registered limits applicable to main quality indexes and additional quality indexes to be registered for foliar fertilizers are specified in Tables 25 and 26 of this Appendix.
Main quality indexes (including those with specific properties) of foliar fertilizers which have not yet been specified in Table 25 of this Appendix shall be recognized in the decision to recognize circulation of fertilizer in Vietnam by the Plant Production and Protection Department for each specific fertilizer and acceptable deviations from registered limits of these indexes must be ≥ 90%.
Foliar fertilizers must satisfy the requirements concerning restricted elements specified in the Appendix IV to this Regulation.

(5) Vitamin: can be replaced by the name of a specific vitamin (vitamin A, vitamin B1, vitamin B6, etc.) together with the content of each corresponding vitamin;
(6) Other biological substances: the name of a biological substance shall be registered by the organization or individual having fertilizers and recognized in the decision to recognize circulation of fertilizer in Vietnam for each specific fertilizer;

II. Foliar fertilizers that contain PGRs, use efficiency enhancers, rare earth and foliar fertilizers capable of boosting plant immunity
1. Foliar fertilizers containing PGRs
The main quality indexes of foliar fertilizers containing PGRs comprise the main quality indexes of one of the foliar fertilizers specified in section I of this Appendix and content of PGRs. Main quality indexes, additional quality indexes to be registered and restricted elements of foliar fertilizers containing PGRs must satisfy the provisions on main quality indexes, additional quality indexes to be registered and restricted elements of one of the foliar fertilizers specified in section I of this Appendix. Content of PGRs in foliar fertilizers shall be registered by the organization or individual having fertilizers and recognized in the decision to recognize circulation of fertilizer in Vietnam. The acceptable deviation from registered limit of a PGR must be ≥ 80% and the acceptable deviation from the prescribed limit 0,5%(1) (or 5.000 mg/kg or 5.000 ppm by mass) of a PGR must be < 120%.
Note: (1) Deviation from the prescribed limit 0.5% for the PGR index (%) = (Value obtained from the test result, expressed in % by mass/0.5) x 100.
2. Foliar fertilizers containing use efficiency enhancers
The main quality indexes of foliar fertilizers containing use efficiency enhancers comprise the main quality indexes of one of the foliar fertilizers specified in section I of this Appendix and content of use efficiency enhancers. Main quality indexes, additional quality indexes to be registered and restricted elements of foliar fertilizers containing use efficiency enhancers must satisfy the provisions on main quality indexes, additional quality indexes to be registered and restricted elements of one of the foliar fertilizers specified in section I of this Appendix. Content of use efficiency enhancers in foliar fertilizers shall be registered by the organization or individual having fertilizers and recognized in the decision to recognize circulation of fertilizer in Vietnam. The acceptable deviation from registered limit of content of a use efficiency enhancer must be ≥ 80%.
3. Foliar fertilizers capable of boosting plant immunity
The main quality indexes of foliar fertilizers capable of boosting plant immunity comprise the main quality indexes of one of the foliar fertilizers specified in section I of this Appendix and content of plant immunity boosters. Main quality indexes, additional quality indexes to be registered and restricted elements of foliar fertilizers capable of boosting plant immunity must satisfy the provisions on main quality indexes, additional quality indexes to be registered and restricted elements of one of the foliar fertilizers specified in section I of this Appendix. Content of plant immunity boosters in foliar fertilizers shall be registered by the organization or individual having fertilizers and recognized in the decision to recognize circulation of fertilizer in Vietnam. The acceptable deviation from registered limit of content of a plant immunity booster must be ≥ 80%.
4. Rare earth foliar fertilizers
The main quality indexes of rare earth foliar fertilizers containing use efficiency enhancers comprise the main quality indexes of one of the foliar fertilizers specified in section I of this Appendix and content of rare earth elements. Main quality indexes, additional quality indexes to be registered and restricted elements of rare earth foliar fertilizers shall satisfy the provisions on main quality indexes, additional quality indexes to be registered and restricted elements of one of the foliar fertilizers specified in section I of this Appendix. Content of rare earth elements in foliar fertilizers shall be registered by the organization or individual having fertilizers and recognized in the decision to recognize circulation of fertilizer in Vietnam. The acceptable deviation from registered limit of content of a rare earth element must be ≥ 80%.

Appendix IV
REQUIREMENTS FOR RESTRICTED ELEMENTS IN FERTILIZERS (HARMFUL ELEMENTS) AND PRESCRIBED LIMITS IN FERTILIZERS
The fertilizers specified in section 2.1 Fertilizer classification of this Regulation that are intended for root or foliar application must satisfy the requirements for restricted elements by each specific fertilizer specified in Table 27 of this Appendix.
Restricted elements in foliar fertilizers which have not yet been specified in this Appendix shall be recognized in the decision to recognize circulation of fertilizer in Vietnam by the Plant Production and Protection Department for each specific fertilizer and acceptable deviations from registered limits of these restricted elements must be ≤ 200% regarding microorganisms and ≤ 110% regarding other restricted elements.
